A Spanish-language edition of UNESCO’s Data Governance Toolkit provides governments in Latin America and the Caribbean with guidance on inclusive data frameworks that address AI challenges. Launched on 8 July 2025, the Toolkit resulted from Broadband Commission work led by UNESCO in collaboration with UNDP, ITU and the African Union Commission. Its guidance on data access, protection, sharing and stewardship supports the regional Roadmap for Ethical Artificial Intelligence 2026–2027 and complements the Caribbean Artificial Intelligence Policy Roadmap. In Peru, the situational analysis for the National Artificial Intelligence Strategy 2026–2030 incorporated UNESCO’s 2025 AI Readiness Assessment. UNESCO also describes Peru’s regulations implementing AI Law No. 31814, approved in 2025, as containing provisions on ethical AI use, transparency, human oversight and personal data protection. Peru published its National Data Governance Strategy 2026–2030 and an accompanying implementation action plan in 2026.
Training and institutional assessment accompany the Toolkit. The UNESCO–UNDP course Data Governance for Inclusive Digital & AI Futures received more than 1,000 applications across its first two cohorts in 2026; 84% of applications came from government and regulatory personnel. Participants in the second cohort represented 22 countries in Latin America and the Caribbean, including Peru. An interactive tool developed by UNESCO and The GovLab helps institutions review their data governance practices and identify ways to apply the guidance. UNESCO also supports the six-month Indigenous Language Data Commons Incubator, which helps Indigenous-led teams develop community-governed data ecosystems for Indigenous and minority languages. UNESCO’s work on AI-ready data aims to help Member States govern, assess, improve and maintain public sector data quality for responsible, inclusive AI applications suited to local contexts.
