KultureGeek reports that the Cyberspace Administration of China has proposed groundbreaking legislation aimed at strictly regulating artificial intelligence chatbots, specifically those capable of manipulating human emotions. The draft law targets "anthropomorphic" interactive AI services, prohibiting them from influencing users' emotions in ways that could lead to self-harm, suicide, or violence. A key provision mandates that if an AI system detects a user expressing suicidal intent, it must immediately trigger human intervention and notify the user's guardian or a designated contact, presenting a significant logistical challenge for service providers.

The regulation also introduces stringent protections for minors, requiring parental consent for the use of AI designed for emotional companionship and mandating age verification mechanisms. Beyond safety, the law forbids content that promotes violence, gambling, or emotional manipulation, and requires all AI systems to align with "core socialist values." Additionally, the proposal seeks to prevent addiction by requiring pop-up warnings after two hours of continuous interaction. This move represents one of the world's most aggressive attempts to legislate the psychological and emotional impact of human-AI interaction.
