At a June 2025 event at the University of Pavia, the Chair of the Council of Europe’s Committee on Artificial Intelligence (CAI) highlighted the importance of a human rights-based approach to AI deployment in healthcare. The expert warned that while AI can improve efficiency and patient outcomes, it also introduces risks related to privacy, discrimination, and access to care.
The presentation emphasized the need for legal and ethical frameworks that safeguard dignity, autonomy, and non-discrimination, and called for continuous oversight, transparency, and accountability in AI-based medical systems. The event reinforced the Council of Europe’s view that the development of AI in healthcare must prioritize fundamental rights and patient protections.
Participants agreed on the necessity for cross-border collaboration and the inclusion of diverse perspectives—including patients, medical professionals, and technologists—to ensure AI innovations serve the public good without infringing on rights.
