France has appointed its first-ever minister dedicated to artificial intelligence (AI), a move that underscores the country’s ambition to become a global leader in AI technology and governance. Clara Chappaz, the former director of the French Tech Mission, has been named Secretary of State for AI and Digitalisation, marking a significant shift in the government’s approach to AI policy. Chappaz’s role will focus on fostering innovation, regulating AI technologies, and ensuring that AI is developed ethically and in line with democratic principles.

This appointment comes as part of Prime Minister Michel Barnier’s cabinet reshuffle, following political unrest and leadership changes after the legislative elections. President Emmanuel Macron has emphasized the importance of turning Paris into a globally recognized hub for AI, stating that the “battle for artificial intelligence is an existential one” for wealth creation and global competitiveness. The government has committed €500 million to AI investments as part of its national AI strategy, which aims to create AI champions by 2030.

Chappaz is expected to work closely with the Ministry of Higher Education and Research to support AI startups, promote AI literacy, and collaborate with universities to develop educational programs. This appointment positions France as a leading voice in global AI governance, ahead of the upcoming International AI Summit in February 2025, which France will host.
