VnEconomy reports that the National Assembly of Vietnam has officially passed the country's first Law on Artificial Intelligence, marking a significant milestone in the nation's digital governance. During the session held in Hanoi on December 10, 2025, the legislation received overwhelming support, with 90.70% of delegates voting in favor. The law, which comprises 35 articles, is scheduled to take effect on March 1, 2026. It is designed to create a "management for development" framework that seeks to balance the rigorous control of AI risks with the active promotion of technological innovation .
The new legislation adopts a risk-based management approach, categorizing AI systems according to their potential impact on social safety and individual rights. High-risk applications in sectors such as healthcare, finance, and justice will be subject to strict standards regarding data verification and human oversight. Crucially, the law mandates a human-centric philosophy, ensuring that AI serves rather than replaces humans in critical decision-making processes. To foster an ecosystem of innovation, the law creates a "regulatory sandbox" that allows startups to pilot sensitive AI solutions with exemptions from certain liabilities. Additionally, it establishes a National AI Development Fund and an "AI Voucher" system to support enterprises in adopting these technologies.
