CEE Legal Matters confirms that Hungary has adopted its first comprehensive national legislation on artificial intelligence, Act LXXV of 2025, aimed at implementing the European Union’s AI Act. Drafted by the Ministry for National Economy, the new law establishes the institutional framework required to enforce the EU’s risk-based regulations. A key feature of the legislation is the creation of the Hungarian Artificial Intelligence Council, a body tasked with providing professional guidance, monitoring technological trends, and facilitating cooperation between the government, industry, and academia. The law prioritizes a "one-stop-shop" administrative model to reduce bureaucratic burdens on businesses, particularly Small and Medium Enterprises (SMEs).
Under the new regime, high-risk AI systems—such as those used in credit scoring, healthcare, and insurance—will face strict compliance obligations, including transparency requirements and human oversight mandates. Large organizations and critical service providers must appoint AI compliance officers and maintain detailed records of their algorithmic tools. However, the report notes that the legislation is currently silent on specific regulations for the use of AI in political campaigns and educational settings, leaving these sensitive areas for future regulatory interventions.
