BusinessWorld Online reports that IBM is advocating for the creation of a national body in the Philippines dedicated to the governance of artificial intelligence. During a policy discussion in April 2025, IBM representatives stressed the importance of a centralized, transparent, and ethical approach to AI regulation.

The proposed body would be responsible for setting technical standards, evaluating risks, and ensuring AI systems align with national development goals and democratic values. IBM also highlighted the need for multi-stakeholder collaboration, including input from civil society and academia.

The government is reportedly reviewing the proposal as part of its ongoing digital transformation efforts.
